IF WE PASS THIS BILL, DO WE NOT TAKE AWAY LAW ENFORCEMENT IN SOUTH CAROLINA’S ABILITY TO MAKE A LAWFUL STOP, CONSTITUTIONAL CARRY A HOT TOPIC IN THE STATE? AND SOME LAWMAKERS SAY THEY’RE CONCERNED THE NUMBER ONE DRAFT PICK THEN THE WORST RECORD IN THE NFL. NOW THE CAROLINA PANTHERS TURN TO AN NFC SOUTH RIVAL FOR THEIR NEXT HEAD COACH. AND AS WE LOOK TOWARD TONIGHT, MORE OF THIS WILL BE POSSIBLE. BUT WHERE IT’S NOT RAINING, YOU’LL FIND FOG AND FOG REALLY SETTLING INTO THE REGION TONIGHT WITH ITS HIGH OF A HUMIDITY LEVEL THAT WE HAVE ACROSS THE AREA A LITTLE BIT CLEARER IN ANDERSON, ASHEVILLE RIGHT NOW, BUT THAT WILL SOON CHANGE. YOU CAN SEE THAT FOG SETTLING IN OVER THE NEXT 12 HOURS. METEOROLOGIST GRIFFIN HARDY JOINS US LIVE AND LOCAL RIGHT NOW IN GREENVILLE WHERE? GRIFFIN, YOU’VE SEEN THE FOG START TO INCREASE AND THINGS ARE REALLY WET OUT THERE. YEAH THIS IS A FAMILIAR SIGHT CHRIS. WE SAW THIS LAST NIGHT. REALLY THICK FOG DEVELOPING WHERE THE RAIN ISN’T FALLING. OF COURSE, BECAUSE THE RAIN HAS HALTED FOR THE MOMENT IN GREENVILLE. BUT LIKE YOU SAID, YEAH, WE’RE CLOSING IN ON WHAT WILL BE PROBABLY THE WETTEST JANUARY ON RECORD HERE IN TOWN. UH, THIS IS, UH, YOU KNOW, SIMILAR TO THE THE JANUARY WE HAD LAST YEAR. THAT’S ACTUALLY GOING TO BE PROBABLY THE SECOND WETTEST THAT WE’VE HAD ON RECORD. WE PICKED UP SO FAR IN GREENVILLE, NOT INCLUDING THE RAIN TODAY. SEVEN INCHES OF RAIN IN TOTAL. JUST SHY OF THAT AT 6.95IN. AND AGAIN THE PREVIOUS RECORD WAS LAST YEAR AT 7.75IN. WE PICKED UP ABOUT HALF AN INCH ALREADY TODAY, AND WITH TOMORROW AND SATURDAY, WE’RE PROBABLY GOING TO EASILY PASS THAT WITH THE RAIN THAT IS COMING THIS WAY OVER THE NEXT TWO DAYS. NOW, THIS IS ALL GOOD NEWS ON THE DROUGHT FRONT. WE’RE COMING OFF THE DRIEST FALL ON RECORD HERE IN GREENVILLE SAW EXTREME DROUGHT DEVELOP ACROSS PART OF THE AREA BACK IN OCTOBER. THAT IS NOW LONG GONE. WITH ALL THE RAIN THAT WE PICKED UP THE LAST TWO MONTHS. UH, AND HISTORICALLY SPEAKING, YOU KNOW, THIS IS THE TYPE OF WINTER WHERE WE WOULD EXPECT THAT, YOU KNOW, WETTER THAN AVERAGE CONDITIONS ARE TYPICALLY ASSOCIATED WITH EL NINO WINTERS. AND THIS IS ONE OF THOSE YEARS WHERE WE HAVE AN EL NINO GOING INTO WINTER. 2015 TO 2016 WAS VERY SIMILAR. THAT WAS A VERY WETTER THAN AVERAGE WINTER. AND, UH, YOU KNOW, THIS RAINFALL IS COMING WHEN WE WOULD EXPECT IT TO COME IN, YOU KNOW, IN THESE HUGE PUSHES OF MOISTURE THAT WE’RE SEEING COMING UP FROM THE GULF, LIKE WE HAD BACK ON JANUARY 9TH. NOW IT WILL THE FORECAST WILL GET BETTER. IT LOOKS LIKE BY SUNDAY WE SHOULD SEE THINGS DRY UP A LITTLE BIT. CHRIS. MORE ON THAT WEEKEND FORECAST FOR YOU COMING UP IN JUST A FEW MINUTES. FOR NOW. READERS VEHICLE WAS DETECTED IN NEW JERSEY AND HE WAS ARRESTED TODAY. SOUTH CAROLINA LAWMAKERS CONTINUE THEIR DISCUSSIONS OVER CONSTITUTIONAL CARRY, OR PERMITLESS CARRY TODAY. IF PASSED, IT WOULD ALLOW PEOPLE TO OPENLY CARRY A HANDGUN WITHOUT A PERMIT. CARLOS FLORES JOINS US NOW LIVE IN THE STUDIO TO BREAK DOWN TODAY’S DISCUSSION. CARLOS. HEY, GOOD EVENING THERE, JANE AND CAROL. THAT’S RIGHT. THERE WAS NO VOTE ON THIS PARTICULAR BILL. AND TODAY WAS SPENT MAINLY WORKING ON THE DETAILS. BUT IF THIS BILL PASSES, LAWMAKERS WANT TO MAKE SURE THE LAW IS CRYSTAL CLEAR. IT WAS ANOTHER DAY OF DISCUSSION FOR SOUTH CAROLINA LAWMAKERS AS THEY CONTINUE THEIR DEBATE OVER CONSTITUTIONAL CARRY. I DISAGREE THAT THAT ADDITIONAL LANGUAGE IS NEEDED. I THINK THAT IS IS THEN OPENING IT BACK UP FOR PROFILING. SIMPLY RIGHT NOW, 27 STATES HAVE PASSED SIMILAR LAWS ALLOWING PEOPLE TO OPENLY CARRY A GUN WITHOUT A PERMIT. WHATEVER WE CAN DO TO MAKE IT MORE CLEAR, I DON’T WANT THERE TO BE CONFUSION IN THE COURTS. I DON’T WANT THERE TO BE A YOU KNOW, A DIFFERENT CERTAINLY MY YOU COULD SEE THAT MY OBJECTIVE HERE IS NOT TO CREATE A DIFFERENT STANDARD OR A DIFFERENT ANYTHING. THE BILL ALREADY PASSED THE HOUSE AND IS MAKING ITS WAY THROUGH THE SENATE. LAWMAKERS SPENT THURSDAY’S SESSION TALKING ABOUT THE DETAILS, LIKE CLARIFYING HOW PEOPLE WHO’VE COMMITTED MISDEMEANORS OR WHITE COLLAR CRIMES WILL BE IMPACTED, AND HOW THE BILL WOULD AFFECT OFFICERS IF THEY NEED TO STOP SOMEONE IF THEY HAVE A SUSPICION THAT A CRIME IS BEING COMMITTED, WE DON’T WANT IT TO HAVE IT WHERE YOU CAN’T STOP THAT GUY BECAUSE HE’S GOT HIS GUN AND YOU CAN’T CAN’T STOP HIM JUST BECAUSE HE’S GOT A GUN. HOW DO YOU DETERMINE WHO IS THE PERSON THAT’S ACTUALLY PROHIBITED BY LAW FROM CARRYING? YOU CAN’T. BUT THAT’S THE CONSEQUENCE OF PASSING CONSTITUTIONAL CARRY, LEAVING LAWMAKERS WITH MORE WORK TO DO. IF WE PASS THIS BILL, DO WE NOT TAKE AWAY LAW ENFORCEMENT IN SOUTH CAROLINA’S ABILITY TO MAKE A LAWFUL STOP, TO ASK FOR THEIR PERMIT TO WEED OUT THE LAW ABIDING VERSUS THE CRIMINAL BASED ON THEIR SIMPLE CARRYING A HANDGUN? NOW, NONE OF THOSE AMENDMENTS PRESENTED WERE VOTED ON, AND NO FORMAL NO FORMAL VOTE TOOK PLACE. TODAY. AGAIN. NOW, THE SENATE IS EXPECTED TO BE BACK IN SESSION NEXT TUESDAY. THE WORLD KNOWS THAT SOUTH CAROLINA HAS GREAT PEOPLE. OUR QUALITY OF LIFE AND CULTURAL HERITAGE, ABUNDANT NATURAL RESOURCES AND PROSPEROUS ECONOMY MAKE US UNIQUE AND OFFER ENORMOUS OPPORTUNITY.
